Achievements on behalf of AECP Members
As mentioned AECP has ECPA in its bloodline.

It would be helpful to review ECPA achievements on behalf of its members. Some of these actions are still current and being pursued by AECP, along with new concerns since AECP was registered just 2 months ago!

  1. Repeal of Federal Government GST Legislation for the First Aid Industry
    Note: This legislation discriminated against private first aid providers by making first aid training undertaken by "not-for-profit' organisations, GST exempt. It is now GST free for ALL providers as a direct result of AECP lobbying.
  2. Repeal of the Queensland State Government's legislation, which endorsed the Queensland Ambulance Service (QAS) as the accrediting body for First Aid training within that state.
    Note: As the QAS was also the major provider of first aid within that state, there was an obvious conflict of interest issue to be resolved. All RTOs are now recognised and free to undertake training in that State without the additional hindrance of this legislation.
  3. Lobbying of the Victorian State Government re: unfair and inefficient use of public monies to sponsor only one first aid training provider in order to convey their WorkCover message.
    Note: This campaign resulted in a government assurance, after taking the WorkCover Authority to the Victorian Civil & Administrative Appeals Tribunal (VCAT) that this type of sponsorship would not occur again without the involvement of the entire First Aid training industry.
  4. Liaison and consultation with the NSW WorkCover Authority during their review of the NSW First Aid Regulation.
    Note: This resulted in one day training programs becoming available for industry in order to better suit their needs and other prescriptive requirements being deleted or amended.
  5. Consultation with the governments of the Australian Capital Territory (A.C.T.) and Federal Government to delete specific reference to volunteer organisations as examples, and/or recommended training providers within their various documentation.

 


  1. AECP Lobby campaign against the Federal Government specifically including the names of volunteer bodies as recommended training providers within their Information Booklet on Terrorism.
    Note: Whilst the Federal Government didn't like this lobby campaign, it further reinforced to them and the minor political parties that the first aid industry is far greater than just one or two organisations.
  2. Liaison and consultation with the first aid industry and the Health & Community Services ITAB resulting in the introduction of the National First Aid Competencies.
  3. Successful intervention by AECP on a Victorian member's behalf when they were advised that a member of the A.R.C. would also be attending an AQTF audit undertaken by OTTE.
    Note: This situation was successfully resolved amicably once OTTE was made aware of the status of the A.R.C. as neither an accrediting nor authorising body.
  4. Successful negotiations - Group Insurance Discounts for AECP members with Insurance House - 2005.
  5. Successful lobby campaign with SA WorkSafe - review of First Aid Regulation. In order to review more flexibility of training and recognition of Nationally Recognised courses - Nov 2005.
  6. Successful in negotiating a State Ambulance Award in the state of NSW - Feb 2006.
  7. Successful lobby campaign against NSW WorkCover resulting in NSW WorkCover proposing they retreat from the "First Aid Approval Process", recognise Nationally Recognised courses delivered by RTOs and allowing more flexibility re: structure of course content - April 2006.
  8. Dinner Presentation on "Law and First Aid" by law firm Truman Hoyle Lawyers held in July 2008. Recorded DVD is available for a small cost. This event was used to launch AECP.
